and you have frequently called upon me to protest to the
Canton authorities against their failure to observe the
treaties. But it seems to me that if Your Excellency
maintains that the Canton Government must carry out the
treaties, you are thereby estopped from saying that they
are not entitled to the benefit of them, and that is
precisely my difficulty in explaining to the Ministry for
Foreign Affairs the refusal of the Hong Kong Government to
comply with their extradition requests.
